TheGuidelineforPopularizingHighSchoolEducation(2017-20),releasedearlythismonth,aimstoraisethegrossenrolmentratioforhighschoolstoabove90percentonaveragenationwidewithratesincentralandwesternChinasubstantiallyimproved.

Lastyear,China’soverallgrossenrollmentratiowas87.5percentforhighschools,meaningariseof2.5percentagepointsinthenextfouryears,accordingtotheguideline.

Theratioisastatisticalmeasurementtoshowthenumberofenrolledstudentstothosewhoqualifyforcertaingrades,rangingfromprimaryschooltomiddleandhighschoolperiods.Overthepastfewdecades,Chinarequiredchildrentoattendprimaryandmiddleschools,whilehighschoolwasnotobligatory.

Meanwhile,thedocumentsaidthecountryissettoachieveamorereasonablestructurebetweenhighschoolandsecondaryoccupationaleducationwhileenrollingalargernumberofchildrenintobothschools.Inaddition,theseschoolswillenjoymorefundsandbetterfacilitiestosignificantlyimprovethequalityofeducation.

HighschoolisaspecialandimportantstageformostChinesestudents,whichlinksthenine-yearcompulsoryeducationandcollegetimetheywillspendbeforegettingajob.That’swhyhighschoolhasbeenconsideredakeyperiodtoimprovequalityofthenation’shumanresources.

TheguidelinewasinlinewithChina’s13thFive-YearPlan(2016-20),whichpledgestopopularizehighschooleducationbytheendofthisperiod.Thenewdocumentisalsotobridgeregionaldisparityofhighschooleducationasthecentralandwesternregionslagfarbehindtheeast.
